scoped encryption

According to the spec docs, encryption is a global configuration. Is there a reason we shouldn't be able to scope this to a schema or

e.g., I have a lake that is primarily stored locally, but has a schema that stores data in S3. It'd be nice if I could enable encryption on the S3 schema only.
