* Fix tsc error from updated privacy-configuration schema types

The bumped @duckduckgo/privacy-configuration schema now types
`features.contentBlocking` as optional in ConfigV5, so `tsc` fails on
`features[CONTENT_BLOCKING].features` in TDSStorage.checkShouldOverrideTDS
(TS2532), which broke the `lint (ubuntu-latest)` CI job. Add an optional
chain; this also avoids a runtime TypeError if a remote config ever omits
the contentBlocking feature.
