Notifications for CI failures

This isn't specific to Bork, but Bork is probably the project where it matters the most: I want to be told when there are CI failures.

I'm not entirely sure where I want to get the notifications about this. My Discord server is a potential option. In the past I've used SMS for alerts about other things.
