Feat: Publish `quotes` to `pub.dev` so they can be used in `Dart`/`Flutter`

+ [ ] Create the necessary files for publishing this package to `pub.dev`
+ [ ] Name it `quotesy` (same as the `NPM` package) given that 
  there is an unmaintained package that is squatting on the name `quotes`: https://pub.dev/packages/quotes
