Create a matrix of active projects and RFC requirements so that we ensure that all active projects are complying with all relevant RFCs and if they're not understand why not (not relevant, ADR etc.)

I've created https://docs.google.com/spreadsheets/d/1F4H5VQvURy28Pi-lOd-F8AwjhreD6TKB420MVU9VMzk/edit#gid=0 to track this for now. Maybe we want to do it in a CSV or something later, but this seemed like an easy start

BTW I have a spreadsheet that records most of this information. I'm not sure how compliance with RFC 79 could be checked automatically though, and there are a few others that would probably need manual inspection.

Just a note that for this to be really useful and to avoid false-positives, it would be helpful to have #190 resolved.
