Extended dry run does not work with `--include-easyblocks-from-pr`

the problem is solved by adding force_in_dry_run=True to the run_cmd in apply_patch, but not sure if that should always be the case or if we need to add that parameter to apply_patch and set it as appropriate

I ran into this again with https://github.com/easybuilders/easybuild-easyblocks/pull/2610/files

eb --include-easyblocks-from-pr=2610 FlexiBLAS-3.0.4-GCC-10.3.0.eb FlexiBLAS-3.0.4-GCC-11.2.0.eb -x

worked but did not use the updated easyblock.
