RPATH sanity check is not covering shared libraries in `lib*/python*/site-packages`

Examples include:

/software/Uni-Core/0.0.3-foss-2023a-CUDA-12.1.1/lib/python3.11/site-packages/unicore_fused_adam.cpython-311-x86_64-linux-gnu.so

and (which is in a deeper subdirectory torch/lib):

/software/PyTorch/2.1.2-foss-2023a-CUDA-12.1.1/lib/python3.11/site-packages/torch/lib/libtorch_cuda.so

this kind of issue is not unique to python; for example, Julia has libraries in lib/julia which similarly don't get picked up (and use RUNPATH not RPATH)

Indeed, I was surprised to see in the CUDA sanity check PR that we didn't already do that. This would also affect OpenMPI, as libraries from a subdirectory are dl-opened based on need

might be a good idea to try and figure out how many easyconfigs would be affected by enhancing the checks -- I imagine it's more than just a handful
