2076-2 contains this, relating to HOA parameters:

However, when the parameters are specified within an audioBlockFormat differ from
those in the audioPackFormat, the audioBlockFormat values take priority over those given in the
audioPackFormat.

Currently mismatches cause errors; this should be turned into a warning.
