Fix the ee4j-parent-release-central permission issue

I created a new release versioned parent release job:
https://ci.eclipse.org/ee4j/job/ee4j-parent-release-central

Ideally you should just be able to run release:perform to version and tag the release, but this was failing with a public key permission error.
