Investigate supporting various authentication mechanisms other than what we have now for PASS for dev/CI

What?
In order expedite testing/pilot and to add certain automation tests/scans that require login, having a basic authentication configuration for PASS would be helpful.

This basic authentication would only be used for dev and CI related automations. Basic authentication would not be used in PROD or STAGE.

Why?
So we can quickly spin up dev and pilot experiments, to add more CI scanning tools that require authenticating a user, having a basic authentication is needed.

How?
We have something like this in pass-docker when running locally, but we would have to see if this works in all cases. Investigation is needed.

Acceptance Criteria
Simple basic authentication is usable in PASS.
