Check new Maven Central publishing limits and adapt if necessary

Maven Central is introducing limits for publishing:

• https://central.sonatype.org/publish/maven-central-publishing-limits/

The soft limits are already in place and will become strict from 1st October onwards.
There are limits for the file count, release size, and release count.
The latter shouldn't be a limiting factor, but the two former metrics might be.

As first step we should monitor the our actual usage for the three groupIds of the Eclipse top level project (org.eclipse.platform, org.eclipse.jdt and org.eclipse.pde), as described in

in the Publishing -> Usage Center at https://central.sonatype.com/publishing/usage

@elsazac could you please check that and report the actual usage information here (as much as possible) and especially warnings?

If we're exceeding any of these new limites we should as for an exemption, which I expect to be feasible since I consider our publishing model reasonable and in good faith:

I had a look at the maven central publishing usage center. The metrics are updated every 24 hours, therefore it only shows the current values rather than the values from the time of our release (which happened a month ago).

I am also attaching a csv that shows the values updated 24hrs ago. The csv shows usage values only from 2026-08-01 to 2026-08-03 which is definitely not the period we are checking for.

However, it does include a three month trend view, which has some usage metrics which I can share here :

Here are the sizes of the zips of the 3 namespaces:

170314006 7656 files

But if these are tracked per-organization then maybe Eclipse is one organization for central.sonatype.org and then the numbers or going to be unmanageable across all the projects because the number we se in the graph with 27GB is clearly not something to do just with the Eclipse TLP...

Yes we definitively want to see the values for the release month.
Since they are not available yet, and the strict limits are only effective from October 1st, I think we can just wait for the September release and verify that no warnings pop up after the release.

Per organization could indeed be the case. I agree, these numbers are way to high. The complete p2-repository containing all artifacts has currently ~350MB.
Additionally, IIRC the Maven publication also filters artifacts without updates. So the zips of one (SNAPSHOT) run maybe do not contain all artifacts published at a release. In general between a release and snapshot publication, the baseline is probably different.
But these are all just details.
