Improvement: Feature Request Template

Currently Feature Request Template is used for new contributions, but can also be used for Feature Modifications

Further existing Feature Requests in S-CORE Documentation are merged and filled out.

It seems, the there are problems with access rights to create feature requests and labels and also in understanding how to fill out it.

DoD:
Current Feature Requests are reviewed
Authors may interviewed for issues for filling it out, access rights
Improvements for Feature Requests Template are proposed or required changes in infrastructure, if applicable
