Add command line interface commands to trigger and manage LicenseDB sync operations

Current Behavior

There is no CLI command to:

• Trigger manual LicenseDB sync
• Check sync status
• Configure LicenseDB connection

Expected Behavior

Add new CLI commands:

• sw360 license sync --source licensedb - Trigger sync from LicenseDB
• sw360 license sync --status - Check last sync status
• sw360 license sync --test-connection - Test LicenseDB connection

Why This is Needed

GSoC 2026 project requires adapting existing CLI workflows to use LicenseDB integration instead of manual imports.
