[25.12][INT] Technical Users Not Created For Subscription

Current Behavior

As an operator company I have released an app which is configured to create three technical users

When another company requests a subscription to that app, I as the operator company see that the subscription is pending indefinitely and no technical users are created.

Expected Behavior

After the approved subscription request, I as the operting company should see the created technical users.

Steps To Reproduce

1. As the operating company create and publlish an app and configure it to create 3 technical users
2. As another company request a subscription to that app
3. As the operating company go under app management, subscription management, requests
4. See the subscription request in pending
5. See under technical users no technical users have been created for that subscription
