Change parent id of children of deprecated taxa

When taxon A (id=123) is deprecated with a replacement taxon B (id=456), all taxa with parent id = 123 should be made to have parent id 456.
If taxon A and B both have a child with the same name (C), the taxon A>C is deprecated and its replacement is B>C.

Not related with the present which is about name collisions, but assuming that A is UniEUK and B is WoRMS, this implicitly creates D in WoRMS which is not possible as we don't control this data source.

This creates D in EcoTaxa's taxonomy which is WoRMS + additions, so this is fine. That said, this should only happen if:

• D does not exist in WoRMS (i.e. there is no match)
• D contains something
• D has not been deprecated
  So, hopefully, not that often...
