No version number in the source code (although git tags exist)

Seems like no version number can be found within the source code. Although git tags have these information available, this information would be missing if someone downloads a snapshot.

According to editorconfig/editorconfig-vote#11 , the version number should match that of the spec, which should also be noted somewhere in this repo.
