README: Record that the Type-C driver has landed
The table said the FUSB302 was not working, which was accurate before this series and is now misleading in the other direction: the driver is here and complete, it simply has no board turning it on. Say both halves. The row is partial rather than working because RK_FUSB302_ENABLE defaults to FALSE and no platform sets it, so no user sees any change yet; the note records that on a board that does enable it the driver does orientation, sink and source power delivery and DisplayPort Alt Mode, and that per-board enablement is coming separately. The DisplayPort and USB 3 rows and the one-orientation troubleshooting notes are left alone on purpose. They describe what every board still does today, and rewriting them now would promise behaviour no platform has yet.
