[PR Previews] PDFs do not generate with correct styles the first time.

This issue only affects this Primer Spec repo, it will not affect other users of Primer Spec.
Also, the PDFs are fixed when the PR Preview job is re-run.

Hence, I think this is a low-priority issue.
