Survey/Assessment

There are some instances where the clients request to have an Assessment or Survey or "Pre-Application" phase. It's usually a short list of questions, that set's a barrier to being qualified to even fill out the application, and or set a priority. I think it would be cool to build in a section that would be pre-defined at a "Pre-Application". In in a status of Pre-application, only this section is available, but it does still have a submit...then the rest of the application could be set to show on only a certain status or two. like "new" in open and edit, Submitted, read only, returned, open and edit...kind of process.
