escalate environment needs a compiler

People are trying to build stuff with eic-spack on ifarm needs a compiler. It is possible to do module load gcc/9.2.0 on ifarm as a meanwhile workaround, but I think it is a reasonable desire to provide the same compiler, that was used to build an environment.

All environments do indeed need a compiler, but in particular those like Ubuntu 18.04 and centos7 stuck in the stone ages. But, I'm still figuring out how to use the system compiler for some systems and a bundled one for others.
