Find a way to assign the upgrade authority to a multisig

For setting the upgrade authority we need it's keypair. That greatly limits our ability to set arbitrary upgrade_authorities, like an external multisig contract like squads.

We need to investigate how to assign a program upgrade authority to a multisig. Maybe ask Solana guys about this.
