refactor header and footer

@MechanicalDragon0687 has done some work towards this by making the pages php and the header and footer a php inclusion which means the header and footer can be updated independently and the changes reflected instantly, but the site has been quite overhauled since then and i suppose the branch is a bit outdated
also, i am not sure php is the best way to do this?
