R bindings (on CRAN)

Existing packages such as altdoc and pkgsite each have their own way of converting Rd files to qmd.
With the R bindings for rd2qmd-package in this repo, these R packages may no longer need to maintain their own conversion functions.

If you create a binding using savvy or extendr and submit it to CRAN, there are some issues.

@etiennebacher What do you think about the idea of ​​implementing an R package as a thin wrapper around the rd2qmd CLI, similar to how blogdown needs hugo?
Honestly, I'd rather avoid the effort of creating bindings and maintaining them on CRAN.

I don't know the CRAN rules regarding implementing an R package around a CLI. It's not ideal because it requires an extra step in the docs and in CI, but I guess that would work too.

Simply don't test anything on CRAN, as installing a CLI externally is not allowed on CRAN.

You could always mock it to "death" 😆 if you want some testing in cran I guess 😄
