Failed videos are always added to the queue

The cronjob ‘Opencast - Find new videos’ constantly schedules failed videos in Opencast into the worker queue. These videos should no longer be scheduled in the queue after n tries. Alternatively, these videos should only be scheduled if they have changed, for example based on the archive version.
