smoke test legacy-standalone-major-managed is failing

Smoke test run with make smoketest/run-version TEST_DIR=./testing/smoke/legacy-standalone-major-managed SMOKETEST_VERSION=latest fails with:

Error: failed updating deployment: 1 error occurred:
	* api error: deployments.upgrade_path_not_allowed: Deployment upgrade path not allowed: [Upgrade from version [7.17.29-SNAPSHOT] to version [9.1.0-SNAPSHOT] not allowed] (resources.elasticsearch[0])

Hi @raultorrecilla @endorama I believe I can take this card, since I will be working on #15844 which involves updating and documenting the smoke tests. We will be changing this test to do 7.17 -> 8.18 -> 9.0 instead.
