[Internal]: Document create data stream UI

Description

What: We’re introducing a new feature in Streams where users can create a classic stream via the UI.
When: This will be released in the 9.3 stack release, and in early January on serverless.
Why: Creating a data stream today requires a number of different steps and is only possible via Elasticsearch APIs. The goal of this feature is to create a more seamless user experience in Kibana.
