autoops on azure

AutoOps is currently available on AWS and GCP. This feature will make AutoOps available on Azure.

Doc updates:

• Update the Regions page
• Update the storage regions FAQ (IF Azure regions will be available for connected clusters in ECE, ECK, and SM)
