Cloud-defend is not present in 8.16 packages

Cloud-defend is not being packaged with elastic-agent in '8.x' and '8.16' branches, as it was removed from dev-tools/mage/manifest/manifest.go.

Cloud-defend is still supported in 8.x, and it must be packaged with agent in these branches. It was removed with this commit: b870ac7

Restored in #5857 in the 8.16 branch.

Going to wait until I can confirm cloud-defend is where it should be in the 8.16.0-SNAPSHOT docker images before closing this.
