[ILM] Link common errors to troubleshooting docs

👋🏼 howdy, team!

Now that we've both A) outlined top ILM errors and B) added ability to link errors to docs via #92755, can we link these top errors code to their respective resolution docs?

Example: this code (and its test) should point to this doc. (I'm not sure if we can link to the sub-section within the doc page, but even the general doc page is helpful.)

In a sidebar Slack discussion, we speculated that since ILM errors store into cluster state and appending link would grow its size, that potentially instead the error+link should report to the ILM History index but not within the literal error itself.
