[ESLint] Add a warning about static z-index values

The purpose of this ticket is to add a new rule that produces a warning whenever somebody defines z-index with a static value and not using euiTheme.

Otherwise, it is hard to assure appropriate hierarchy in the z axis and can lead to elements overlapping and blocking the content.
