[Spike] Investigate whether we can remove animation in tooltips and popovers

The purpose of this issue is to investigate if we can remove the animation on showing tooltips and popovers. We already decided to try removing the "delay" but removing the animation could make the tooltip feel even faster.

Relates to product requirement:

UX-2	Tooltips appear immediately on hover. No perceptible delay between hover and tooltip appearing.	EuiToolTip enforces a hardcoded 250ms delay with no option to reduce it. On information-dense surfaces like dashboards and data grids, this lag makes tooltips feel sluggish.

The change can be "tested" by going to Playground story and changing MacOS settings to reduced motion: System Settings > Search "Reduce motion" > Enable.

I'd go for either using the euiTheme.animation.extraFast animation and also reduce the distance of the movement or remove it completely in addition of course of removing the delay. Here are the options:

0 animation

Instant.display.mp4

Fast animation + shorten the distance

Extra.fast.animation_.mp4

After discussing it with @ek-so we might consider a third option. Which is having animated only the opacity:
