Increase Serverless Fleet Server Endpoint Limitation of 10000

Describe the enhancement: To support future growth for users currently utilizing a classic cluster, it's important to note that there is no limit on the number of Elastic Agents that can enroll in Fleet. However, for Serverless configurations, the Fleet server has a restriction and currently supports a maximum of 10,000 Elastic Agents. @rahulranjan22 we're actively working to increase this limit. To do so, we need to make sure our scaling tests execute regularly to verify the ability for the Fleet service to scale appropriately and when performance regressions happen, we're able to identify quickly.
