[Platform:Dashboards:DashboardEditMode] Dashboard settings panel is incorrectly announced

Description
When user clicks on settings button in the top nav, settings panel opens with incorrect and incomplete announcement "You are in a modal dialog. Press Escape or tap/clic...". This doesn't give any context to non-sighted user that they are in settings panel.

Preconditions
Dashboards->Dashboard->Dashboard edit mode

Steps to reproduce

1. Navigate to Dashboards
2. Click a single dashboard open
3. Run voiceover
4. Click on edit dashboard
5. Click on settings in the top nav bar
   6.Dashboard settings panel opens but with a very generic EUI announcement and no hint about user being on settings panel

How to fix from Lene:

The component supports passing aria-label or aria-labelledby to provide a proper name for the dialog, but that needs to be done on implementation side. On EUI side what's being done is that we add a aria-describeby which adds the help text You are in a modal dialog. Press Escape or tap/click outside the dialog on the shadowed overlay to close
