[ResponseOps][UX] Improving recovered-alert action form #244965

In the current design of the action from, the RunWhen option is in the Settings tab.
And some of the connectors types has an option like resolve or close in the Message tab.

When a customer wants to create a recovered-alert action with those connectors, they usually just select resolve on the message tab and think that that is enough to create a recovered-alert action. But actually the action remains as action for active alerts since the first non-recovered option is the default.

This issue even leads users to file SDHs.

We also has the following issue for the same recovered-alert action form. We may need to consider it as well if we want to change the design: #213957
