Description
Tooltip text has to be announced for the user, when it is additional text or instructions (not the repeat of element name). To better understand about the element, how to interact with it.

Preconditions
Search -> Agent Builder -> Elastic AI Agent -> Skills page.
Use Screen Reader (VoiceOver).

Steps to reproduce

1.Navigate to Add skill and press Enter.
2.Navigate to Import from skill library and press Enter.
3.Navigate to Auto-included.
4.Observe page and screen reader.

Actual Result

• Auto-included has tooltip text present, but not announced to the user.

Expected Result

• Tooltip text is announced for the user when focus is on element.
