Feature request: Support `opentelemetry_semantic_conventions` before `v1.27.0`

I can't use :electric in the same application where I depend on :opentelemetry_oban or :opentelemetry_tesla, neither of which yet supports the v1.27.0 semantics.

Ideally, :electric should support either the legacy or latest versions.

Hey @evanob. Thanks for flagging this up!

Erlang's OpenTelemetry packages have been haphazardly versioned, to put it kindly. Looking at the Hex.pm page for opentelemetry_semantic_conventions, we can see that version 0.2.0 (published on 21 Nov 2022) was followed by version 1.27.0 (published on 24 Sep 2024). We don't want to downgrade Electric's version of this dependency back to 0.2.0, so let's try to work with those opentelemetry_* contrib packages to bring them up-to-date.

For example, opentelemetry_oban was last updated on 9 Oct 2024, which was actually after the release date of opentelemetry_semantic_convensions@1.27.0. It'd be great to have it update its deps to use the latest version of semantic conventions and publish a new release.

opentelemetry_tesla was last updated on 23 Feb 2024 so it's also due for a new release.

According to this PR, v1.27.0 is actually backwards compatible, so it should be fine for me to use override: true until the two PRs are merged 👍
