cmake version

This project is using cmake version 3.1 which doesn't work with cmake version 4.

i've also run into this. i can use the command-line argument -DCMAKE_POLICY_VERSION_MINIMUM=3.5 to make cmake generate my project files, but bumping the cmake minimum version of this project would be a better solution
