New Call doesn't move room 'up' in new room list

Steps to reproduce

1. Where are you starting? What can you see?
   I'm looking at my room list (Activity sort) - I've got Room 0 open.
   I've got unread messages in Room 1, and an activity dot in Room 2.
   I get a DM call from Danielle, the room does not move in the room list

Outcome

What did you expect?

The call in the DM room Danielle is a new notification and should be at the top of the room list as that's the most recent 'message'/event

What happened instead?

It didn't move in my room list
