Apply tests a schema/dataset level #2018

Is your feature request related to a problem? Please describe.
We would like to apply volume anomaly and freshness anomaly tests across many models without having to configure them individually.

Tests configured at the schema/dataset level.
Describe alternatives you've considered
Currently, tests are applied at the model.yml level with global variables configured to enable batch parameter settings.
