No app tooltip shows when Hide Dock is set to Never #505
Description
What Happened?
When the Hide Dock option is set to Never, the tooltips with the app's name do not show when hovering over the app's icon.
Steps to Reproduce
- Set "Hide Dock" in Settings > Desktop > Dock & Panel to "Never"
- Try to hover over an app icon
Expected Behavior
The tooltip should appear, like it does with the other options.
