Moving away the only window of a workspace makes an unexpected workspace switch

What Happened?

Dropping the window on the right edge

Switching with the keyboard shortcut

If I use the keyboard shortcut Super + Alt + ArrowKey to move the window, it switches to the expected workspace.

Steps to Reproduce

1. Open one app in workspace 1.
2. Open one app in workspace 2.
3. Switch to workspace 1 and enter multitasking view.
4. Drag and drop that app onto workspace 2.

Expected Behavior

When workspace 1 is closed (for being empty), I expect it to switch to what was previously workspace 2.

Instead, it switches to the next empty workspace.
