Notification indicator menu hidden behind notifications

Describe the bug

Apps like Fractal send a lot of notifications. I experience they stay and don't get hidden - at least not as fast as I'd expect them to.

When I want to hide them all at once I can't, because the notifications indicator is hidden behind the stack of notifications. I can't reach the "delete all notifications" menu entry.

To Reproduce

1. Receive lots of notifications (e.g. send messages to yourself using Mail or Fractral)
2. Try to reach the "delete all notifications" menu

Expected behavior

1. I expect the notifications to move aside when I try to open the indicator menu, or, the indicator menu should show up above the notifications (probably more easy to do).
2. Even better would be when lots of notifications from the same app would have some kind of "per app stack", so they are grouped and could be dismissed by a single "x" button (design proposal)

There is a PR already for this: elementary/gala#2056

but it needs to wait for the GTK4 port of Wingpanel, which will take a while - Expect it to land on eOS 9

best until then would be to mute the notifications from this app or put on DnD :/
