Notifications are not accessible via keyboard

Prerequisites

Describe the bug

When a notification is received, it is not announced by Orca.

To Reproduce

Steps to reproduce the behavior:

1. Enable Orca with Alt + Super + S
2. Receive a desktop notification.
3. Observe that Orca does not announce it.

Expected behavior

Orca should read out the notification, including the fact it is a notification, the app name, and the notification content.

Additional context

Gnome's notification daemon sends these correctly, so it might be worth looking there.

We confirmed in Discord that notifications are now working as expected with the screen reader

How should we approach keyboard interaction? Should there be some way to move keyboard focus into the notification itself as it appears or is it enough to access the notification through the notification center? The latter definitely feels like it would be easier from a developer perspective 😅 But what's the experience like on other platforms? Any guidance appreciated 🙏

Gnome does both, allowing the user to jump to the active notification by default with super plus n, and the notification center with super plus v.

Windows just allows jumping to the notification center, Mac OS does both but using VoiceOver features.

By default, Mac OS also just allows jumping to the notification center.
