What Happened?
As described in the title
Steps to Reproduce
This can be easily reproduced. It is independent of X11 or Wayland Session.

User logs in and then presses Ctrl+Alt+Del –> nothing happens.

Then open Quick Settings (no action there required) and close it again (click on the desktop).

Try Ctrl+Alt+Del again –> the logout dialog is displayed.
Expected Behavior
The logout dialog should appear reliably even if the quick settings have not been touched before.
