[arm64] Clicking "Restart Device" in Installer does not trigger actual restart

What Happened?

Clicking "Restart Device" in Installer (successful installation) does not trigger actual restart with the ARM64 iso. Clicking it exits the Installer and the desktop environment, backing to the TTY, but then it stops in TTY like this:

I'm not sure if this is an issue caused by OS or by running as a VM on UTM.

Workarounds for booting into the installed elementary OS successfully:

A. force restarting and ejecting the iso.
B. add a serial console to your VM before installation and press Enter when this issue occurred.

Steps to Reproduce

1. Download elementaryos-8.0-stable-arm64.20251103.iso from https://builds.elementary.io/
2. Install elementary OS using it as a VM in UTM
3. Clicking "Restart Device" in Installer when installation succeeds
4. See the OS is not actually restarted

Expected Behavior

The OS is actually restarted.

Pressing Enter on the graphical console does nothing, but doing that on the serial console triggers actual restart. So it's just the graphical console does not accept keyboard input……? 🤔
