create dictionary fails with "Selected URL is already taken."

Describe the bug
Clean local install. Admin can login but create dictionary fails.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'main page'
2. Click on 'create dictionary''
3. Scroll down to 'type title and url and select template'
4. See error (attached)

Expected behavior
New dictionary should be created
