Create deb package - Makefile cannot find librest and libwingpanel

dont know anything about makefile leaving this here

Running the failing commands gets a

CMake Error at /usr/share/cmake-3.28/Modules/FindPkgConfig.cmake:619 (message):
  The following required packages were not found:

   - librest-dev
   - libwingpanel-dev

So line 4 with the dependencies for CMake fails in CMakeLists.txt
