add a completion checklist

there should be a standalone doc that is a checklist of all the work to get integrated by this process. it could be added as a supplemental or appendix type reference material.

Do we have any guidance around telemetry and alerts, e.g. contributing telemetry and alerts as it relates to onboarding?

we haven't discussed telemetry and alerts as they pertain to new providers. this is not something i have encountered while working with our partners, would be great to connect about that story. happy to add more content if we have some guidance to share.
