Persistent command history does not work on Windows

What happened, and what did you expect to happen?

The DB file exists at ls (get-env LocalAppData)\elvish\db.bolt. But restarting elvish always results in an empty command history.

I could solve this by moving ls (get-env LocalAppData)\elvish\db.bolt out of the way so that it gets recreated. But then I lost all my command and location history.
