incorporate version change log

Is there a github action or plugin that we can use to pull the release notes into the changelog automatically?

This github action seems to do what we want: https://github.com/rhysd/changelog-from-release/blob/master/action/README.md

On publish of a new release, it commits and pushes an update to the changelog file. This would be a commit after the release though, so I think we would want to push it to dev?

Thanks for looking into it...I'm leaning back into manual updates now I think, to keep everything in line. Per discussion, let's add this into the documentation for maintainers.

I'm wondering now if it's even worth having a separate changelog file if it's going to mirror the github releases. Even if we ask maintainers to copy-paste the github changelog, we still need to enforce a consistent style for info that's not in the body of the release, like the version heading, link to the release, date, etc. It might be better to just retroactively edit the releases with what's in the changelog and delete CHANGELOG.md. This also seems like it is what most other Julia packages do.
